Turned VSYNC on globally on Nvidia control panel, tried using the borderless window mode which seems to be bugging out on me, and then tried the 'directrefresh' app that forces 60Hz, and the game crashes. And I have tried everything in the stickies it seems. So yeah, I am having the extreme annoyance of this game topping out 24FPS at full screen with HDMI out to my TV.
